Project Description

The Scope of works for the Space Planning Consultant/Consultation Firm is as follows:
It is anticipated that this work may need to be conducted across three distinct stages.

Stage 1 (February 2022 – May 2022) Mandatory stage
• Undertake an initial needs assessment, interrelationship between and gap analysis of the University’s main campus locations (Mt Helen, SMB, Berwick & Churchill)
• Develop a block & stack plan clearly identifying work areas to be allocated for various directorates/schools/teams depending on their functional requirements.
• Develop space schedules based on staffing requirements and future expansion plans.

Stage 2 (suggested time frame – completion June 2022) Optional stage
Review Actual usage data
• Analyse space allocations and timetable data and perform a detailed audit to confirm actual usage. University resources may be deployed to undertake the audit utilising methodology and data systems deployed by the consultant
• Provide detailed analysis and recommendations arising from the audit data.
• Recommend an ongoing space use monitoring system consistent with the University’s strategic vision and digital agenda (WIP).

Stage 3 (suggested time frame – completion August 2022) Optional stage
• Conduct planning sessions with the newly appointed CEO’s/ Heads of interdisciplinary Employment and Start Up Centres and CEO of TAFE
• Establish a capability assessment of existing assets, establishing each asset’s quality, functionality and relevance to program delivery.
• Review work undertaken in stage 1 in line with the Final Campus Vision & planning sessions with CEO’s.
• Develop implementation plans for the Campus Vision
• Develop a fully costed staging plan for the implementation of both the Campus vision initiative and the future vision for each of the Interdisciplinary centres.

The University will be engaging the Consultant for Stage 1 only, initially. Consultants will need to therefore provide a Lump sum fee for delivering the Stage 1 scope of works. Consultants are encouraged to submit a separate fee proposal for the optional Stages 2 & 3 also, for consideration by the University.
Upon completion of Stage 1, the University, at its discretion, will then decide on progressing with Stages 2 & 3.

The VPS Consultancy Agreement (Long form) is proposed to be used for this contract. A copy of the agreement document is attached for reference. Please confirm acceptance of the Agreement.
